“He was an archaeologist, an historian, musician, student and a devoted servant of Jesus Christ and the church of his affection. [...] Probably he would be remembered longest by his book, 'The History of Methodism in Exeter and Neighbourhood.'”

Notes

This is taken to be Elijah Chick, an amateur historian of Exeter and also Methodism, though it could possibly be his son Elijah Quartus Chick (1882-1960, born Sidbury, Devon), who was a 'teacher elementary school' in 1911, residing with his father in Exeter.
